I mean she probably does, but it's not like she isn't also in a bad situation. Minami is underaged. If she steps in and the wrong info ends up in the hands of the obviously monsterous and bad people, Iori could end up in prison. Plus everything happens so quickly she doesn't really have a chance to react to it. It's almost definitely a mistake, but it's an understandable one.

actually in japan 18 is seen as legally of age though not legally of age so they could have a relationship even same sex though it would be up to her guardian to make that decision on weather to have iori charged with a crime though that rarely ever happens even in same sex relationships

It's more complicated than that. People misunderstand Japan's age-of consent laws. If someone is 14 or younger, it is a FEDERAL crime for someone to have sex with them, but that doesn't mean it is -legal- to have sex with somebody that is 15, or 16, or 18. Each prefecture and city has their own laws about what constitutes legal behavior, and for many of those areas, whether or not 18 is legal can depend on how old you are as well.

We know, for a fact, that their relationship is a crime, because Iori herself says so in chapter 2.

as you yourself stated it is up to each area to decide what is legal or not i am all to well aware of that though for the majority of japan they normally defer to the parent or guardian of the minor in question i only know this through my ex wife's brother and his wife who was only 16 and he was 24 when they got together on top of that my significant other was only 18 when we got together
