I feel personally that he loves Madoka more because it seemed like a really big blow when she wanted to leave. He also doesn't seem to treat Madoka with little respect like he does with the other two. A lot of us readers also follow up with the raw summaries so there are some other things that happen that favor Madoka. Koharu was his first love, but Madoka is the one he has the longest history with. I don't know how much he loves Koharu, it seems like there's been a large shift in his character style ever since Madoka left.
