I understand his feelings. - He may be afraid to change their actual relationship, changing things can be frigthening. You can lose all you have built until now. Friends that become lovers, know that if their relationship doesn't work, they'll not only lose their lover but break the friendship they hold dear.... - And if he's inexperenced in love, it's even harder. So him being hesitant, confused & frightened by the situation is quite normal (like I was xD).
