The older brother was so full of guilt he tricked himself into believing he was the one who was kidnapped as a child, and then the younger brother (Vice President) was so traumatized from being the one who was actually kidnapped that he made himself forget his own memories of the kidnapping. Because his parents didn't want him to remember that he was a victim and it traumatized the Vice President so much, they went along with the older brother pretending he was the victim and never set the story straight with their sons, afraid they would both remember either their wrongdoing or their kidnapping experience and be screwed up because of it. I think the new chapter with the names reveals that the name in Kim Miso's memories of the boy can be pronounced in two ways--one way that sounds similar to the older brother's name, and one that is perhaps just a different but correct pronunciation of the Vice President's name, and with the other details about the cold, the scars, fear of zip ties, answering his name in his sleep, fear of closing his eyes, trouble sleeping, easily cold, and other details confirm it.
