Went through the author’s work. Two manga, Choco Strawberry Vanilla AND Pure Love’s Sexy Time had a boy that looked like he COULD’VE had the undercut, but the eyes are too rounded.
K well. I’m gonna put down the search, BUT this psyche delico person was close, but the hair was two softly drawn on the edges, and eyes too rounded. The hair strands look more like Itsuki Makoto’s cover art of Kaihatsu Muramura Mode, and the eyes look like a Nekota Yonezou, with a little bit of Akatsuki Amama. Just based on cover art.

I know this author but the name is escaping me. It reminds me of harada, zaria, or ogeretsu tanaka – it's definitely one of the newer authors
