I got that feeling because he said he would be talking to his friend for the last time. And if they get arrested, even for prosecution they will be made to talk to each other (I think) or at least they will see each other. So it's not really goodbye. They might even go to the same jail. The only way I see them talking for the last time is if Inami dies.

Why jail? Inami will probably lose his face in public and probably won't get jobs for a while. It's just some story published in some newspaper. I don't even think that this will be a matter for the police.

Because he was an accomplice in a scam and entrapment. There is definitely a case here. And not to mention victim testimony is also there. He can definitely go to jail if they pursue a case against him.
