I think it is that the black hair guy like the friend chi works with, not that chi likes him. since chi couldn't get with his childhood friend and black hair couldn't get with the worker they got together instead.

You have to read Boku no Kawaii Yopparai first, because it tells how everything started. This one's like a sequel or something (?), read the other first, then you will understand this one ;)
Basically: Chii was in love with Shinoda, his childhood friend, for a long time. To escape from that feeling, since Shinoda was straight, Chii left the city alongside Shige, his other friend whom had always looked after him. Neither Chii nor Shige had any romantic feelings towards each other, only brotherly love (also Shige has a girlfriend/wife for the longest time whom also seems to be friends with Chii).
Iijima (the manager) met Shige in college and fell in love; he confessed, however, he was turned down. Iijima used his conections to get Shige a job, and Shige brought along Chii to work together with him. Thus, Iijima met Chii and, since they both were in love with people they couldn't have (Chii with Shinoda, Iijima with Shige) they got together. Iijima says the "promotion from bother to father" probably because after the whole mess he caused, Shige became way more overprotective with Chii than he was before (since both Shige and Fuji KNEW things would end badly between them, but Shige did nothing to stop it because he was indebted to Iijima because of the job).

I'm just a little bit confused. I understand that he was in love with his childhood best friend and at some point he started to do the dirty deed with that black haired dude, but when did he fall in love with his other friend. You know the one he works with? Then at some point the other friend and the black haired guy had a talk and I was confused there. I just got confused when they said "A promotion from brother to father, I see."
I think I just might be overly tired and read it to fast.
