I also confused...
In the summaries, it tells you that prostitution was abolished, therefore brothels opened up again and "returned to how they once were," meaning that although it is modern day, the area that Kichou and Kagerou worked in was set up to give an ambiance of the past.
Im confused what time period is this? It had modern day stuff, but at the brothel it had the old looking houses.
