Actually, that feature already exists. Click on the registered persons name who you want to block, for the visitor there will be a "Block User" option on the right hand side of the page. You won't see this when on your own homepage. Just on other peoples.
In case you haven't noticed, when a member signed in with their account starts a new topic, anonymous replies are automatically blocked. You have to check the little box under the text box to allow anonymous replies. Good reason to make an account and stay signed in.
