I cannot remember the exact details since it's been a long time but the story revolves around a brother-sister pair. (I think they are twins?) It often ends with the brother getting thrown to the ground.
They both wear deadpan expressions. I don't think it's Japanese and it's coloured. It's a slice of life comedy with a school setting.
