No, they are not legally brothers because their father is different, I guess. Or familly names diffrent. At least I know it's that way.Maybe it's different. I hope its not. :))
Yes, they are "legally" brothers after their parents got married but since they are not biological brothers, it's not considered incest. It only covers blood relations Siblings/parent/cousins. Think of it this way, if their parents divorced or annulled, they would be back to complete strangers, there's no blood tying them together.
