Yes, but to say that it's "very slow" is an understatement.
The novel itself has already has chapter numbers in the triple digits but collectively very little has actually happened. The manga provides much better pacing for it which is godsend, but it overall the story has it's sweet moments of a bit of romance for a breather here and there but it's still heavily focused on business and governing aspects.
The author tries to make a heavy point for you to be 'impressed' by the main character, but honestly it's not as intelligent as it seems.
It purposefully holds back a lot of punches because it plays on the idea of Iris's independence and reluctance to fall in love because of her broken engagement. With so many things happening around her all the time, it's easily a back burner issue because nothing about her love life needs to be immediately addressed.
So yes you'll get the sugar plum moments between Iris and the male lead, but you'll need to be patient for them.
