it is very complicated, but to summarise, the delinquent i guess is having a one sided affair with an older man and the president is a substitude for her despite the low key love that the president has for the delinquent, from the fact that she peirced her ear and smoked. which further emphasized her hate for tobacco because the one she loves doesnt love her back because of the symbolism of the smell of tobacco lingering on the delinquent
