The art is definitely made by the mangaka who made a lot of my favorites such as Heart strings ( http://www.mangago.zone/read-manga/heart_strings/ ) but I don't think tat the picture is from an official manga. I have read all the mangaka's available work so it's either not available online (in english at least since I don't search for raws) or the mangaka made that for a special occasion and didn't release an entire chapter of it.
Anyway, if you haven't read the mangaka's work yet, I totally recommend it. The art and characters are so hot
