His pheromones did work on the beta. Look closely at the scene again. Betas are affected as well
Wasn't the person who gave him the bottle Dojin's older brother. In Chap 5 you can see the Park family.
I think the shot where you see the beta waiting was to create the illusion in the reader that it was working, but it quickly disregardes it the panel after. Or maybe he's actually taking something to prevent it from working. I mean he didn't look so happy to be there in the first place
