Sorry but I think it's unlikely, if Akemi was alive she'd most likely try to find either Shiho or Akai, and that didn't happen.
Also that would mean Akemi sacrificed another person to die in her stead, and I don't think she's that kind of person.
But wat if she did. Like I said wat if she was a top agent & cops, detective & agents it’s not surprising if someone is sacrifices

Not even Akai, who's a very good top agent, would sacrifice another person to save his own life. In fact he took risk and faked his own death to save Kir who was in unfavorable position.
If Akemi did such a thing then it would betray her supposedly kind and cheerful character. Then there is no point in having her back imo.
