His statement that he doesn't have one MAY stem from the fact that he cannot see his own. If he can't see his own, he would automatically assume that it is because he doesn't have one.
Yeah... but remember the main guy from Akai something (where this manga was adopted from) who can see the red strings? Well, he TOO couldn't see any string of fate on Kaoru - because, really, let's just accept the fact that Kaoru doesn't really have one.
Though I believe that Hara would just forcibly tie his string on Kaoru's hand, just like what we can see on the cover (๑•ㅂ•)و✧
