It's always censored, but, sometimes we have awesome scanlators that draws the dicks for us so we won't see glowing lightsabers in steamy scenes.
it's because of the censorship laws in japan. (and korea and china) but, like the other person said^, there are some groups who have "dick redrawers" who uncensor the art.
Most manga do censor the private parts and the ones we see ‘exposed’ are redrawn by the scanlation teams

Please, someone explain the reason genitalia in some manga are censored and in others -not? Just cannot get it?
