Well, age of consent in Japan ( and in most of countries in the worls) is 16-18, I think uke is 16-17?
Age of consent usually has limitations though, like minors ib most cases can't have legal sex with adults event if they're at age of consent but can have sex with other minors without being punished legally as long as they're within a certain age range
