I think Ruka has a disease ( heart problems or asthma I'm not sure) and he couldn't do everything people usually do, running or extreme activites etc. He must be calm and relax and not stressed or his breaths will be heavy (in previous chapter)
That's why he said that he want to make something big at least once, before yknow, when his time comes to.. and end(⊙…⊙ )
