Nah, Jaeha isn't the officer. Beginning of the second chapter it says 3 months ago, so that's the time frame leading up to Yoseob's killings/interrogation
I don't think the officer is Jaeha either. I think the officer looks kinda like jaeha though. That's probably the reason why.

Ok so he killed 8 people and was Interrogated by police I kinda think that the officer is actually Jaeha and Yosoeb killed 8 people so he could meet him again or something
