they were twins, their parents were murdered, thus resulting them in a orphanage. they were perfect condition, but geumsoo's leg was stepped on as baby, creating a deformating in his leg by the murderer... the twins were supposed to be adopted together, but namsoo was already taken by the time they wanted to get namsoo, so the politican just got geumsoo instead
