Miyauchi is Jirou's (Aoi's husband) elder half-brother.
He was referring to Jirou and Miyauchi. Jirou’s mom(alpha female) is Miyauchi’s “dad” (his mom was a beta woman). They are half-brothers.

Are they brothers? I mean kudou and miyauchi?! I don’t know if I got the spells of the names right .. Aio said these two brothers in chapter 12.6 page 48
