You think he's going to kill everyone in attendance? I honestly don't know his goal. But I doubt he'd stop by just killing Taybar... So he probably will just rampage... Wow, thats.... really something.
The guy up on the stage (the Taylor family or something) knew that Eren would attack. He purposefully put his entire family up on the stage and gathered the top brass knowing that it was more than likely they'd die.
Eren is the one who fell for the trap of attacking them and will basically reinforce the propaganda.
