I don't know but to me, when Sumi said that, he was saying Utou being an alpha would completely solve his problems. Here is a superior who cares about his problems, still thinks he can succeed at work like anyone else, and has praised him for going against the grain. I think that moment was when he realized he had fallen for him. Sumi hates his body so living with his heats the way they are would be a nightmare for him.
