Its just a feeling. Silence speaks louder than words, here Masato isn't hyper like Chika doesn't mean he doesn't have stirred up emotions. Check how the writer draws Masato's face as he keeps glancing at Hotaka.
The way Masato looks at Hotaka here (oozes of silent unrequited love)

Masato cares for Hotaka, esp his health, Hotaka is always self aware when Masato is near

I can't say anything for sure about Hotaka, but Masato definitely has been holding a long term unrequited flame for Hotaka

Don't worry I'm 100% sure Chika will end up with Hotaka, even though both Masato and Chika like Hotaka but in a unrequited battle between the two Chika will most likely win cause he took action while Masato silently pined.
I feel bad for Chika but I feel the chemistry of Masato and Hotaka more . Hotaka seems to care about Masato on a different level , like its always behind his mind and similarily vice versa. They both seemed like two people who grew up liking the other very much, but didn't know what to do with those emotions so they buried it deep down in some darkest crevice in their minds and simply followed what the majorly heterosexual society expected of them .
