Yeah, it looks a lot like realCiel was involved somehow. Or at least I think that's why the dog wore a muzzle. It actually doesn't make a lot of sense to put a muzzle on the dog when you plan to kill (almost) everybody. You could simply kill the dog, too. Unless you don't want to kill the dog but you also don't want to be attacked by it. Then you need a muzzle.

OMG. i wont be surprised if it turns out that realCiel plotted all this to have his brother all to himself. and i feel so bad for ourCiel having to gone through all this and its just the beginning. i can feel my heart breaking. ╥﹏╥
