Also Yunwoo did that to test the potion that Dohwa created to see how long the bloom lasts because it looks like it's supposed to speed up the process of the bloom. I think she rubbed the potion on the flower maiden's body before drawing the tattoo or she poured the potion into the ink and drew the tattoo with it.
