I agree. It wasn't on purpose, but he didn't regret it happening either. It was a blessing in that it gsve him his shot at Akagi. But because he was a high schooler and not thinking properly, he forgot to confess properly and just automatically assumed it was mutual (which it was), and didn't stop to realize that his lover (also being a high schooler) needed that confession to realize himself that it was mutual.
Actually, I think so too... the smile at the end is too devious for this to not be in question
