No, they didn't from what I think. Sword made a deal with Walter/FBI agent to catch the chief for killing Sen's Prof Cecile and supplying drugs to prison. The shoot out was probably staged. Because the fortune cookie given Sen before shit when down was from Sword warning Sen.
