If the manga is marked as complete, does that mean the mangaka is done with it or does that mean it's been finished scanlated? Can it be that the mangaka says it's done but they're still scanlating it so things can still come out?
It's been finished scanlated. Usually these mangas are already complete in japanese, it's just the translaters take additional time scanlating it out for non japanese readers.
