He didn't. He says that he didn't plan for it. All he did was ignore it and pretended to be ignorant about the younger brother's feelings (even though he enjoyed it). When he tried to leave, the younger brother didn't allow for it. So now he's accepting things as they are and is trying to be the perfect older brother that akio desired because he wants to. I think what this last chapter is specifically trying to show is that motoharu wasn't actually raped. He enjoyed the sex with akio and is accepting of his feelings. Not that he secretly schemed this.
Well...the ending is kinda creepy and the whole manga is sooooo messed up!!!
Considering that the big brother planned everything from the very beginning, gives me goosebumps and not that of the good kind!!!
