Nope, he definitely likes her. In a future chapter, where his mysterious old man/ guy in a cloak and on a chair but can't see his face tricked him in saying that Angla was killed, Julian was frightfully angry, going as far as to say that he wanted to kill the old man
Apparently when it comes to Angla, Julian loses all rationality. Awwwww
