Haha, the confusion comes from the fact that Deadlock is first released in shorter chapters in the Chara magazine before being published in a book (aka tankoubon) form that has different "chapters," called Missions. Only 2 books have been released in Japan and Germany (that I know of). We are releasing the original magazine chapters to match the raws because Deadlock is still being published (slowly) in Chara; the most recent chapters have not yet been renumbered as Missions, so it makes no sense to try to follow the book/Mission numbering.
Briefly, book 1 contains magazine chapters 1-5, and book 2, chapters 6-17. Book 3 will contain chapter 18-?, but we are a long way off from seeing book 3.
