Japanese/Korean censorship is quite weird. They only censor human dicks, balls and vags. Assholes and boobs are free for all. Also, everything that resembles dicks but aren't dicks. That's how tentacle porn came into being and why japanese porn with toys is much rampant. Less distracting censors.

Technically speaking, in the US, you can walk around with your breasts hanging out if you so choose, anywhere that a man could walk around shirtless. It's very uncommon, but can happen. Discrimination to say only women have to cover them up.
