Hm, I think 'evil' remains to be seen, I think I'd be pretty pissed too if my twin left me for dead in a cults basement, cut the family heirloom out of my stomach and usurped both my name and position as head of the family.

At the very least the Ciel we know was sure he was dead. Can't fault him for wanting revenge for his family and doing anything necessary to achieve it.
