I'm with you on this, had to translate and it's don't get it
"Primogeniture" is the rule that the firstborn son in a noble family gets to inherit everything ,basically all wealth, titles, land, and parsimony means being stingy with money, its a wordy sentence but all it means is the guy thought being cheap and following the system of handing everything to the eldest son was the best way to govern the land.
