I doubt that guy knew Sebastian that long but they probably encountered each other in the past. Maybe during the time Sebastian investigates people on his own or maybe Sebastian sneaks out at night to have some fun since demons don't need to sleep.

If he works for Undertaker he probably knows demons and reapers exist. Plus, he might be a bizarre doll. Maybe he was some kind of exorcist when he was alive?

I don't think he's a supernatural being and normal people have fangs too. It's also a anime thing, they give aggressive characters cute fangs.
