I think shes kind of saying that she doesnt want to influence the readers' interpretation, but she thinks it's good to explain, andrew just didn't need to learn how to use tools, so no, it wasn't on purpose

The author talked about this chapter on twitter: I think a lot of people were surprised by Andrew's behavior in the last episode. I wanted to show that Andrew, who seems to be good at everything, grew up without learning important parts of life. Andrew is a smart person, so he does well when he learns!!
