No that’s how dom/sub play works you have a safe word to willingly say and trust me if you need to say it you will, lyle wasn’t hesitating about the safe word he was hesitating cause ash asked him what was distracting him and lyle was thinking about how he’s been wanting to propose the whole time. If lyle didn’t want to say he was gonna propose and wanted to stop all together he could have said the safeword.
