Exactly this, and this is on par for a lot of submissives and dominants in BDSM. For submissives, they're mostly attracted to the ideal of letting go of being in control and in charge and handing over the reigns to somebody else. For dominants, they like the idea of finally being in control and having somebody else follow what they say instead of always having to follow somebody else. It's very classic

I think, from what we saw in the last chapter, it's more about him not being able to control and/or get anything he wants to control/get, he's got a collar on, he has to follow protocols.
With his lovely wife, he gets what he wants, and he has her. It's a world of belonging and comfort.
I don't know, that's the impression I got. He doesn't seem like the type to be burdened by responsibility or obligations. It's more that he has to submit to something he doesn't want to submit to.
No one comes to BDSM for no reason, and finally we are given a hint that the prince has something that is suffocating him...
