Yea that's basically the only painfree way they can get together (and let's be honest the only way this manhwa would take), so, sounds valid.
Perez has not only motivation but the balls to do that + having two jobs is the kinda girlboss thing that Tia would dare salivate over. I imagine the Empress also not being 100% against the law bc she's the most qualified snake to rule over a full pit of them (and I mean that disrespectfully).
Well, If things go according to the novel...
spoiler : the Empress will end up being dethroned / imprisoned after pleading guilty to an assassination attempt / poisoning upon the Emperor. Perez, using this as a carefully orchestrated opportunity behind the scenes, essentially black mails the Emperor as he sits on his death bed to abolish the laws preventing his and Florentia's union. The Emperor begrudgingly delivers those decrees to Perez, restoring the Empress' power. Not long after, succumbing to the poison. Officially announcing both the Emperors last edicts and their engagement at his coronation.
How can they be together!? All the logistics of tia needing to not marry him so she can be the Lombardi matriarch or how Perez needs to be crown prince so it's not like he can marry tia by joining the family
