I think that it has something to do with responsibility? Like, if a plant that you were taking care of for years suddenly becomes human thanks to its love for you, you wouldn't just kick them out into the real world alone, right? Maybe most Hybrids that still live with there owners, are still treated like pets because their owners still sees them as their pet that they've taken care of for years? I mean, we see that it's common place to see a Hybrid be treated like a pet by it's owner, but other people seems to treat them like normal people. Sure, they always seem to coo at Samsam, but after that initial greeting, they tend to treat him like an actual adult...idk!
