Well, she might have thought the reason why Mori is in his current situation was because Miria wanted to have Mori with her. In her clan or something that's why they wanted to make it official
She thought she might have been selfish and all of this was for her happiness and Not Mori's.
idt they rlly understand how humans work and she is scared that keeping him will be bad for him, like maybe she is worried that they will not know how to raise him cus they are not human and they will raise him wrong and hurt him instead

Resigning and giving up on the whole Mori thing will make the higher ups let Mori go. If she continues to insist on this manner Mori might continue to stay in the care of these Judgement people and it's gonna take more toll on Mori who isn't eating, continously medicated and giving him more trauma
And I think she's feeling guilty on all this

Like why was she even hesitating? Obviously she can be a mother for mori but is it because of the judge's order that she's afraid to go against? Or is it just because of her fear seeing mori growing old?
