Let me disagree - if I were in her shoes and wanted desperately to be permanently in someone's life after I wasn't chosen by my own flesh and blood that is a way bigger reassurance than creating romantic scene.
Like I get it - he should go with the plans he originally had for proposal but after this gut wretching rejection she just got from her birther I don't think the timing is bad.

It just seems to me like he could have at least waited a day to propose!! Like out of all the times to do that he waited till she was having a break down and was sobbing and his thought process was to get down on one knee and propose?!
