I agree with you on that. I'm not sure how the author perceived their characters to be but I justified the characters to be the way they are because in the end they were victims and perhaps this was one of the ways they could cope with what happened. However, having read a fair share of mangas I think they write woman characters like this almost all the time. Weak, someone to be protected and naive (￣∇￣")
Maybe I am wrong about this since I have only read up to chapter 26th, but I think the female characters are terribly written, after finding out about all the terrible things the mc has done, Tamaki simply accepts it and helps him recuperate his memory, which is ridiculous because she does not only find out about past atrocities he has committed but recent ones too, like how he raped a girl and made her brother watch AGAIN, some people may try to justify this by saying he only did this to protect his loved ones and he was only putting on a mask but, regardless he STILL raped a girl. After learning about this Tamaki asks him to violate her and tells him she loves him???? Then they have sex and all is well? The manga itself is not bad at all, its super entertaining and i'm still definitely going to finish it, I just think the female characters kinda suck d:
