Because it’s considered a romantic cliche and sometimes people like to not think about reality when they’re reading. If you can’t deal with these sorts of cliches then don’t read fiction romance.
Would you classify kissing your dying, unconscious relative grape? Because that’s how I saw this situation. Penelope is dying. Callisto is going to war and may die. There were no lustful intentions. It was probably more of a wish for her recovery or final goodbye.
