Ok but like, what IS fake snow made out of!?

They use different things depending on the effect. For falling snow, it's usually foam-based soap. For decorations, it can be shredded paper or a type of absorbent polymer (like the stuff in diapers) that looks like real snow when mixed with water. Sometimes they even use crushed ice.
