Maybe it's like a human in-vitro kind of thing. Or cloning but with Android parts. Then at the same time capable of receiving another person's consciousness but the original one died. So with that, his consciousness most likely is almost human. Bet he can overturn the control he is bound right now once MC reaches and talks to him.
He’s still an android and no he doesn’t quite have a human consciousness. He’s just been made while thinking about the autonomy and freedom of choice of a human. A feature that can also be turned off since he’s still a robot at his core, that’s what that old woman did. The thing is he has been made to be autonomous so he most likely can reboot himself if he tried hard enough.
