Idk if this info is still legit or true but I heard that in korea they say their age +1 than the rest of the world. So he is most likely 19 and one year held back, make sense. We graduate at 18 in here as well

You are correct he is likely 19. Their age is actually +2, 1 year for inside the womb lmao and then everyone has their "birthday" at the start of the year. However one of these got removed like last year so now it's only +1. I was seriously so confused by this when I taught in Korea

they use international age now not Korean age so not even that +1. But most Koreans now just ask what year you were born in bc everyone confused, the new gen and the old.
